Many Pokemon have attacks that can partially imitate the Imperious Curse, though not with the same exact intentions. A wise pokemon once said, "Pokemon aren't bad, master is bad" (Ekans in episode 15 'The Island of Giant Pokemon'). While witches or wizards on the other hand, usually have a choice in the matter of whether or not they use a forbidden curse, such as, the Imperious Curse.  Pokemon that can imitate it include many psychic pokemon, in one way or another.
